Fire Company Merger in Motion: Here’s What Local Municipalities Need to Decide Next
Role of Municipalities in the new Consolidated Fire Company and its Impact on Funding
Background
In 2025, the West Grove and Avondale Fire Companies agreed to consolidate into one fire company. Southern Chester County Fire Rescue will be the new name. The stated objective of the consolidation is to improve efficiency and strengthen the long-term sustainability of fire protection and emergency services in our area. There is no expectation of reducing costs. January 1, 2027, is the target date to complete the consolidation though there is a general feeling that the date may be delayed.
The budget of the consolidation organization is expected to increase from $5 million to $12 million, part of which is being driven by the transition from volunteer staff to paid staff. No timeline was provided for this budget increase. Currently, $3.57 million of the $5 million budget comes from municipalities.
On January 22, 2026, a meeting was held with the 10 municipalities and boroughs impacted by the consolidation of the fire companies. The municipalities were informed that due to the formal consolidation of the West Grove and Avondale Fire Companies, we must now decide what role our respective municipalities will play in the governance and oversight of this new regional organization.
Several meetings have been scheduled with the municipalities to agree what governance model is most appropriate for the consolidated fire company. The meetings were held on April 14 and May 12, 2026. Additional meetings are planned, with the next one occurring on July 14th.
