On-Lot Sewage Management Program

Ordinance 2011-02 requires that an on-lot sewage disposal system (OLDS) be pumped at least every three years and that proof of maintenance be provided. Please have your system pumped and provide the Township with the pumping record.

Have you received a letter in error from the Township stating we have no record of your system being pumped or you haven't pumped in over three years? 
 
If our records are not accurate and your system has been pumped in the last three years, please provide the pumper’s invoice or pumping record to the Township. You may email it or fax it to (610) 255-0659.  

Overview: On January 24, 1966, the Pennsylvania Sewage Facilities Act (Act 537) was enacted to correct existing sewage disposal problems and prevent future problems. The Act requires proper planning of all types of sewage facilities, permitting of individual and community on-lot disposal systems (OLDS) as well as uniform standards for designing OLDS.
With oversight by the PA Department of Environmental Protection (DEP), Franklin Township administers its sewage facilities program according to the Township’s Act 537 Sewage Facilities Plan (adopted in 2002) and Ordinance 2011-02 (updated in 2011).
 
In the management of individual on-lot sewage disposal systems, the Township’s focus is educating property owners about OLDS and monitoring to assure the necessary maintenance of individual systems.
