Public Encouraged to Attend March 3, 2022, Planning Commission Meeting

The revised draft of the Franklin Township Comprehensive Plan has now been uploaded to the Township website.  Please click here for the newest version just below.  Chester County Planning Commission is still working to incorporate edits to the maps, so those will be forwarded to the Township the week of February 28, 2022.

Chester County Planning Commission Staff will give a presentation of the Draft Comprehensive Plan at the Franklin Township Planning Commission meeting on March 3, 2022. The following is a proposed format for the review of the Franklin Township Comprehensive Plan Draft. 

 V. Comprehensive Plan Review

  • Township Solicitor discuss process for comprehensive plan adoption in accordance with the PA Municipalities Planning Code.
  • Chester County Planning Commission Staff (Jeannine Speirs) presents Draft Franklin Township Comprehensive Plan. This should take approximately 30-45 minutes without interruptions.
  • A member of the Franklin Township Planning Commission will facilitate a discussion of the document.
    • Jeannine Speirs will take notes (possibly live on screen) and be available to answer questions.

The Township will forward the Franklin Township Comprehensive Plan to Chester County Planning Commission, surrounding municipalities, and the school district for official Act 247 (PA Municipalities Planning Code) review at the appropriate time.

Once the Franklin Township Comprehensive Plan is agreed upon by the members of the Franklin Township Planning Commission, the Franklin Township Planning Commission can recommend forwarding the document to the Franklin Township Board of Supervisors for public hearing advertisement and adoption.

FRANKLIN TOWNSHIP

NOTICE IS GIVEN that the Franklin Township Planning Commission will hold a public meeting on March 3, 2022, at 7:00 PM, at the Franklin Township Municipal Office, 20 Municipal Lane, Kemblesville, PA 19347 to consider a new Comprehensive Plan for Franklin Township pursuant to the Pennsylvania Municipalities Planning Code.

The Plan is intended to guide future development of the Township based on recent information on existing and projected population and other conditions, mapping; plan recommendations for natural resources and the environment; parks and recreation; historic preservation; connectivity; community services and facilities; commercial and economic development; future land use; and the means by which they will be implemented.

A copy of the full text of the proposed Plan is available for public examination without charge on the Township website or may be obtained for a charge not greater than the cost of copying at the Franklin Township Municipal Office during regular business hours Monday through Thursday, 8:00 A.M. to 4:00 P.M., except holidays.  An opportunity will be afforded to all interested persons in attendance at the meeting to address the Planning Commission in the matter of the proposed Plan.  If you are a person with a disability and wish to attend the meeting as noticed above, and require an auxiliary aid, service, or other accommodation to observe or participate in the proceedings, please contact Jeff Eastburn, Interim Township Manager (610-255-5212), to discuss how Franklin Township may best accommodate your needs.  If you would like to attend this meeting via Zoom, you will find the invitation on the Township website – www.franklintownship.us.
