Chester County Planning- 2020 Franklin Comprehensive Plan Survey Monitoring

Survey responses were able to be monitored through a number of cross- methods, e.g., a survey respondent IP address, when the survey was completed, how long it took to complete, and responses, meaning there were many factors monitored.  When there was a spike in survey responses (such as on 9/14), we could monitor the activity for anything that seemed “off” or skewed.

While there were a couple of respondents with one-off answers in the “other fields" (e.g., free beer and political comments), they didn’t seem to try to throw off survey results by completing many surveys (two surveys at most seemed to be completed, which is going to happen with any large survey like this).

Additionally, all IP addresses were run through an excel spreadsheet to look for any excess in duplicates (excess means 4+). While there were some surveys with the same IP address, nothing seemed alarming as households likely share devices. Of course, if someone really wanted to find a way around this, they could have submitted multiple surveys in multiple locations on different devices, however in scanning responses it appeared as if most respondents provided legitimate input.”

As background, we are currently in the process of developing a Comprehensive Plan to provide a future vision and recommendations to retain, enhance, and improve the quality of life in Franklin Township over the course of the next 10 years.  The Township’s current Comprehensive Plan dates back to 2006 with an update in 2009, and the Township has seen changes since that time.
